Travel on the west road from Leyawiin and keep walking on the trial until you get to Waters Edge (a small town). From Waters Edge, walk northwest until you reach Rockmilk Cave. This cave is very colse to Waters Edge. Go insdie and follow the trails. You will encounter thieves insdie the cave.
If they do not notice you they will fight each otehr.
You can let them fight or join in. They are not difficult to defeat if you're lveeled up. Go through the cave and you will find at least fifteen people inside.

Each of them has their own set of Glass, Orcish, Daedric, or Elven armor and weapons.
